the xp modifier is additive, so it's not like 0.33x, it's literally -0.66. it's a drop in the bucket and not worth worrying about in comparison to the gain in prints

i can't say for certain if "all xp" is limited to w1-3 skills only but don't worry about gouging sailing and div and stuff. i feel like that would have been mentioned if it actually happens as it would be a huge problem for div
