What does Retelling do in Bravery Story Telling?
It rewinds the last fight. You gain back any last sword buffs you had (if you had any), you gain back any re-throws you still had left (and associated re-throw buff if you have the engineering schematic). You simply reattempt the last fight you just lost with whatever resources you had available at the start of that fight.

You use timeskips when you wanna skip time. The bonus is active, so you'll likely get more stuff since detection is lower and you'll pass out less. That's pretty much all there is to it, we can't estimate for your situation.

If you feel like you get something you want out of it, that you normally wouldn't be able to without the extra sneak, go for it.

The reward multi simply exists to not punish you for failing to attempt a Story Telling Run every 20 hours on cooldown. The multi increases at 0.05/hr - thereby allowing you to do 1 run at 20 hours. It will keep this pace up to 48 hrs for a multi of 2.4x. After this point, the rate drops considerably so it is recommended that you don't wait beyond the 2.4x multi or 48 hours to do a run.
While you are below the average expected amount of opals (currently around 9-10), it is recommended that you don't wait to stack your multi as it does not affect how many opals you can get per run. If you are at or above the expected average for the community, you can decide to wait to do a run at a higher multi.
TL:DR - no need to chase reward multi, just do Story Telling before you hit 2.4x
