I believe it is base all skill efficiency that gets lower at higher skill levels. It's real weird and poorly explained, but from what I can tell it's not all that important. Upgrade it when it's cheap but don't go out of your way for it

Also I may be the luckiest guy in the world to know this, but I just got Doot from weekly free before entering W5 and can confirm that, after getting the first god, all gods were used immediately. So that little bit about needing to unlock them isn't actually true

Actually looking at your samples that may be the biggest issue. They are super tiny

Printer sample rate determine how big your samples will be as a percent of your afk gains. Getting it to the cap of 90% is essential to get decent samples. This requires you to equip the royal sampler to get enough for a very long time. If you give it a few upgrades and equip it you could double all samples.
