It's probably pretty easy to figure it out - take off the skilling prayer and see if you go down a tier

and to your actual question.. it's simply a percentage.
Skill XP is additive to all the skill xp you already have.
So is afk gain.

Going from 50% afk gain to 55% (+5%) would essentially be a 10% increase in your net.
Going from 10x Skill xp to 11x (+100% Skill XP) is essnetially a 10% net in xp (but also sacrificing your ladles
