shouldn't happen, lowest temp you can get in snowy weather is about 5 degrees outside

but in general, never trust temps outside of the house lol

I have successfuly overcome my fear of phasmo and I now play on my own difficulty, (3.25x multiplier) also starter playing with friend which helps a lot. Phasmo is a peak game 10/10 should cost 100 dollars for the amount of fun it gives

Theres a few thing you can do to make it easier. But its mistly luck and knowledge.
Use tier 3 paramic to know location and speed, reset for not too difficult objectives (no crucifix, ghost event)
