You have two options, wishing for sanity and wishing for weather.
Wishing for sanity sets you to 50% and massively increases drain, but the ghost will randomly select a new favourite room. Which can be really annoying and dangerous if you don't know where it went.
Wishing for weather just docks -25% sanity with no downside, but you can still only do it once.

If you're good to go and just want to drop below 25% you can always wish for sanity and then wish for weather afterwards, but yeah, ghost will have moved rooms

I did a bunch of testing for the sanity wish and it does have some nuances:

• The ghost will pick a random new favourite room.
• The ghost can change favourite rooms if changing rooms is set to None.
• The ghost can change favourite rooms if it's a Banshee or a Goryo.
• The ghost will walk to the new favourite room, not teleport or anything.
• The ghost can pick the same room it's already got as a favourite room, and therefore has a chance of not changing at all.

If a ghost is going to show UV, it will show it 100% of the time (except obake) unless custom settings say otherwise.
If in Nightmare+, if a UV ghost is hiding UV evidence, it will never show UV
Obake has a 25% chance to not leave UV evidence in general (handprints and footsteps). If it misses a footprint it will also skip the audible footstep
