But does this also apply to its ability to want to change rooms if the lights are broken? So say the generator is broken and I flip the light switch in the mares room will it want to change rooms?

Yes, though Mares don't strictly 'want to change rooms' - they just do more long roams in general which makes them much more likely to wander out and change rooms

They might very well change rooms into another lit room. But you are right that they only care about the position of the light switch

The way I see that challenge, it is all in the RNG: if you get lucky you have a relatively easy to work out ghost with all objectives easy to do. Otherwise, close van and try again. I cannot be bothered with that challenge either

It's not bugged. Try setting mode to Voice (ex Vosk), language to English and Voice Activation. Make sure the right mic is selected. It's recommended to test with the Ouija board (turn it on, say "goodbye") as it has no other conditions like the spirit box does. Restart the game fully when you change options.
