in three of the last handful of games me and my friends have played its felt very much like the ghost is starting hunts IN the range of the crucifix. last night, my friend had a ghost start hunting right on top of him. Is there any explanation for this?

could of been a wraith it hunted outside the cruciflix range and used its ability to teleport to you

Crucifix has to be in your hand or on the ground and if the ghost's left pinky toe is outside of it, it technically counts as "outside the range." Twins also get funky because the twins is 1 ghost with two interaction ranges, so it could have chosen a "far" interaction to hunt from that was outside the range but the ghost was physically inside of it.
