The phantom will vanish from the photo when you take a picture so with this being a glitch because of the stairs prolly not. do to this bug i can not tell you.
Unless the phantom also vanished from the world when the photo was taken and the event continued, but now the phantom was invisible "assuming the bug didnt cause another issue."
Side note you can also get a ghost photo with no ghost and no interference like a phantom if you take it JUST as the event ends.

Music box can trigger hunts regardless of the ghost, if you drop the music box while it is playing or if the ghost gets too close while it is playing, a hunt will start. Additionally, being near a music box while it is on drains your sanity a lot.
