Wording is important!

Forge = Minecraft Forge, This is a modloader often just called "Forge".
Fabric = Fabric MC, this is another modloader, just called "Fabric".
CurseForge = A Website/App that has content for games.
Mods = Individual mod files.
Modpacks = Multiple mods put into the mods folder or downloaded from CurseForge.

These are not Interchangeable! Please use the correct terms as it allows us to help you faster!

I'm making forge based 1.16.5 modpack, which theme is flesh industry. So, that's collection of mods which are centered around biopunk, biomanipulation, necromancy, creating of abominations and industrial implementation of all things above.
For now, core mods are Create mod, Evilcraf, Biomancy, rats.
I would love to hear any suggestions, what else should I add. Also, I can't find any good mod about necromancy. I would love to find it.

Devs cant limit, restrict or tell you what you can/cant do within the pack when you make a modpack with the platform as uploading to the platform gives everone the same rights to use the mod in a modpack and anything trying to block you from using the mod would be against the TOS.

Very complexly.

Biomes are the entire y level. You cant just add extra generation to every biome as each biome itself dictates what's placed. So if you dont make modified versions of every biome your nether space will abruptly stop

I'm pretty sure there's no quests. It's basically up to you on what you want to do in that modpack. Since, it's just vanilla but with some mods to improve the experience but not like take over vanilla.
