But you should be able to add a server with "localhost" or "127.0.0.1" if you are hosting it on the same computer as you're running Minecraft on.

You should be able to find the IP address, by opening the command prompt on the server, and typing "ipconfig", then it should show you the network interfaces, and what IP address they are using.
Note that not all interfaces are publicly available from the outside, and the Windows Firewall might block it as well.

What do you mean 'the IP'?
If you mean publish a modpack export file that has multiplayer IPs added and resource packs enabled - use a mod like default options or defaultsettings to set an options.txt with the resource packs enabled and multiplayer IPs entered

Important specs for Minecraft:
RAM - shoot for 16GB, higher memory speed the better.
CPU - Single core clock speed, higher is better. Minecraft doesnt multithread.
GPU - Something made within the last 8 years should be fine.
That said, this is for playing in single player. Since you will be on a server the specs don't need to be very good.

Just know this with pseudo lans, any pc you remote connect to better not have any viruses, malware and damn good passwords. Lan is a highway for malware.

Other then doing it the safe way, sure. But just keep in mind, mods like essential or other psuedo-lan mods, Highly recommend all parties do a virus and malware scan before connecting, and log out of any important apps.
If you only have 8gb, you likely wouldnt be able to host a lan server either. As the "host" pc has to not only manage the game, but everyone else trying to connect as well.

On November 29th, 2022, our studio received a message regarding the naming scheme of our modpacks. This message stated that we were no longer allowed to have version numbers in our modpack's names, which we feel has caused confusion in our playerbase. All Luna Pixel Studios modpacks followed the same naming scheme for years, and just a couple months before this we also had to remove the word "Minecraft" from our modpack titles.
Despite both of these 'rule changes', we've found that several large modpacks still have version names in their titles. There are also hundreds of modpacks, many of which use a lot of mods from our modpacks, that have "Minecraft" in their name without any repercussions.
I'm wondering if there was a miscommunication at some point, or if something else is going on. Thanks.
If someone wanted to play a 1.16.5 modpack, and searched 1.16.5 in Curseforge, none of our modpacks appear. Other modpacks with 1.16.5 in the name do appear, though.

The rule was something Mojang / microsoft has in their eula. Sadly when twitch was in charge they just didnt care but the rule was still there. When ow took over the rule was enforced to properly follow microsofts wishes. As they own the copyright for Minecraft.
You can report old packs that are breaking this rule as well.

We were not reported, we were directly contacted by Curseforge staff to change the name on all 13 of our modpacks before the rule was implemented. It doesn't seem fair that we are forced to follow rules that other pack creators are not.
