it is not recommended that you host a raid with less than 15 minutes left.

since it is a T-1 pokemon, you can easily do it by yourself

you do get good xp if you invite people though. i once hosted a magikarp raid and i invited 10 ppl

just talk to your lobby if people do not add you or answer then kick them and add new players.
This is why we like host to allow at least 15 minutes on a raid, so you have time to get lobby in order
