Well, Niantic has previous increased the levels from 40 to 50 and who knows if they do it again.

Any messages sent get automatically deleted. This is probably why you see people typing and then nothing. Only raids are posted in chat.
If you did a raid, there is no cooldown to join another.
If there are no new raids, it just means none have been posted.

Try close your game and restart it straight away. Often you get the opportunity to join back into the raid and catch it.

If I buy the “road to sinnoh raids” item from the shop, (it’s supposed to get you 3 raid passes per day spinning gyms) can I hold more than 3 in my inventory? So like 3,6,9,12? Or the new max is 3 until the event is over

I have bought this item and can answer your question. Neither of your suggestions is correct, as it's a yellow raid pass. Just like on raid days (e.g. Hisuian Typhlosion Raid Day).

Example: In other words, when I have 0 yellow raid passes, I spin a gym, and I get my daily raid pass. If I do a raid, then spin a gym, I get the first of the item bundle's passes. I do a raid, and spin a gym, and I get the second of the item bundle's passes. Etcetera.

So you have several times the 1x daily pass.

It really depends on how many the hosts are planning to invite. If there's 5 along with the host you can ping the host to ask if they can invite your son as well. Always ask before your son sends a friend request.

Yes they're there to give you Giovanni. Whatever the last Pokemon, in this case Kyogre, he had for the Rocket event is going to be the one you'll find. That's how I got 4 Kyogre (none of them shiny nor 3 star however)

You can also wait and save them for let's say Mewtwo, Latios, or whatever sounds more attractive to you
