I would say yes, it depends on how much you want to understand whats going on because if you go right into part 2 there is a lot of foundational world building (like how bubble universes work for example) that will go completely over your head, and they do bring in a lot of part 1 characters and the story assumes you already know who they are so it doesnt waste time recapping their background and just proceeds with them being themselves/character development

depends on definition of necessary, i always make sure that people know they'll be very confused as to who half the poeple are, where they are, why they're doing what they're doing and stuff and leave it up to them to decide. personally i think its necessary since for example a significant amount of the people that never touched hi3 before and jumped right into the "new start" part 2 dropped it before chapter 3 (or more before chapter 5 with old characters coming in) because they were too confused and didnt want to backplay the part 1 and 1.5 stuff. but if someone doesnt care like at all about the lore like at all then maybe yeah
