another thing to add to what memes sent that is more specific to retro games, is that you do need to keep the hardware being used in question. Limited color pallets, very small resolution, square aspect ratio, scanning and dithering hand drawn will take effort to recreate on modern hardware. But its basically limitation after limitation so while i have no idea how they did it, i know that a lot of artists back then that were full time with being game artists came up with a lot of tricks and quirks to make it look as good as it does back then.

Its not a big solution, but you could look for modern "retro" themed anime games because they're rare but they do exist where people really put a lot of work into making that retro asthetic so if you find something like that you could ask the dev. But if i find something useful then i'll let you know

(on a side note, one of my favorite PC 98 games was zeta, if you like the alien movies you'd like this games story its a really good psychological thriller)

I really did not really mean the technical aspects though, as more as the artistic ones
now obviously technical aspects contribute to the feel, to the vibe, but take dithering for instance and it actually just tries to expand the colour space and it would have achieved that goal perfectly on the CRT monitor, so those screenshots don’t really do that proper justice, and I’m convinced that all of is unified by the artistic aspects and erasing the difference of technology would still let it be recognizeable as “belonging together” and being governed by a common principle

naturally though, art can’t be fully separated from the tools; cave paintings are cave paintings, because they are made with ochre and the canvas is a stone
