Not really, it doesn't have to be 12 reports from a single game. If they keep on continuing with hate speech, they might be reported from other games as well. All the reports will be checked and taken into account then so you don't have to worry they will escape. Even if you are the only one reporting from a game, it is still significant

as in you finish Phase 5 and the quest is having 24h wait, and you do 5000xp during this time -> your contributed XP will be 5000 more but this amount will not count for the next phase

To be honest I was wondering about the same thing myself, since people would stop playing after they get enough XP during the cooldown and that doesn't count for the quest at all.
I guess it's for the clan to see how much XP was accumulated during quest and who's contributing the most, who is active - kind of like an achievement. Other than that I personally don't see a point in it either

My clan leader explained that it's for people to catch up with clan xp requirement without having to speed up and compete with the others, since some clan would kick their members if they don't do enough XP
