Focussing people is indeed possible if you follow them into the next game and keep on focussing, even tho if they're an evil role you shouldn't keep focussing one player.
Everyone has the right to play the game having equal chances to win and not someone targetting you decrease or even destroy your chances of winning yeah.
For one game focussing is relative if you never met each other before etc, but 3 games in a row by the same play, that's a reasonable report imo
Tho a guardian will take action upon it so they'll be able to give you a more precise answer from the guardian point of view.

I've done a shot as gunner Day 2/3 with limited info so I hope I wasn't reported. There was enough to have reasonable suspicion of my target (that ended up being ww) and the game was practically ww win at that point. It actually completely changed the game to vill win.

You are only allowed to use information you get in game
You can report them by entering their profile (open member list--> clicking on their name) and then there is "report" as a button. The report reason would be "Gamethrowing" or something suitable and as description teaming π
