Outlines aren't allowed regardless of the color, it doesn't fit the styleguide of wov, unfortunately you can remove the bottom part of the outline to make it fit though!!

My feedback:

1. I will recommend to add more volume to the hair style, the actual hairstyle looks too much vertical (Make a new layer and with the darkest colour you could add 2 pieces each side of hair that goes spiky)
2. Move the eyes 3 or 4 pixels from each other, they look too close.
3. Add more( different) blue in the eyes instead of black (Light blue for reflects ect.)

AAAH THIS IS SO PRECIOUS! 🥺💜 I love monochrome skins and all the different shades of purple work beautifully together! I love the highlights in the hair and how it flows! So pretty!

I do have a few fb points though! The background does look a little crowded, especially with the clouds, the bell, and the chain. I think if you took some parts away and used others in a better way, it wouldn't look at stuffy. Like downsizing the bell and using it as a hair decoration instead, or even a collar for the bear. 💜 I would also suggest sharpening the ends of the ribbon like a real one instead of the rounded look, same with the hair just to add a realistic touch. The mask and dress could also benefit from more decoration, bows, bells, more shades of purple, whatever you'd like! 💜

-The line between the eyebrows and the eye, is that intended? Atm it looks a bit weird 🙈
-The mouth would hard be hard to fit on other skin tones, its shape is also hard to make a working expression with
-The necklace gem appears to have slight outlines to me
-The purple part of the shirt is missing shading, it looks weird atm
But I would love to see it completed, it looks great so far

-Make sure the dots aren't too small, otherwise they'll just blur the design and give it a weird look
-The shadings of the moons are copied clearly, your light source can only come from one side, not two 👀
-What's the male's expression supposed to be? The eyes are trying to show happiness, but the mouth is really neutra
-As Duplo said, don't use any form of blur in your design, this is most noticeably with the female eyes and the highlights on it
Overall, it looks really cute and I like the direction you went in, but it needs a small change at some aspects

a surprising amount of people are set on seeing (and accepting) very few styles, anything else is a no for them,,, for some reason

Hey I get this feeling, my first 4 attempts did SO bad in vote... To be honest your style itself is good but people aren't use to it. But I've seen other people have this issue 👀 the more skins you submit in that style the more people will get use to it. That being said there is always room for improvement but that comes with more experience so you decide what works for you
