Personally, I enjoy the hair placement alot, it definitely would be something i wore in the game the problems here are just some rules broken, which are smudging (no blurring allowed, just sharp lines) at the blush, eyeshadow, hair, nose and pullover, and the partial lips also hair cannot go behind back, unsure if you did that on the left side☺️ since the current trend in wov is low eyes, maybe lower them too, but still a nice design

I'll make it clear, nobody will redraw your design in the process of addition to the game. It's yours, something you alone do (excluding if you have a friend to handle things you cannot do).
You can send your designs in both avatar channels here to receive overall feedbacks from players, subjective feedbacks or guideline feedbacks, or simply share it so you get more ideas and improve.

If you want to start the process you have to submit it to certain staff members dms (I recommend you Cherry, she give lot of constructive feedbacks) that will at the end when your design finally follow all guidelines, or wov style, upload them in #dev-vote .
Here everyone will be seeing your design, even players that don't oftenly goes on discord, they'll up or downvote it. There's no guarantee you'll be added to the game, I'd say you have to prove yourself, maybe several time.

To be added in the game the design must be redrawn to a certain type of file called vector (that's why it must respect certain rules), there's no way to "convert each layers" tho you don't have to think about it right now, firstly because the design must interest developers. You'll be contacted by them if they are (it happened to me).
They want motivated people I believe

I want to design a costume for fun and I drew a halo like this.

While drawing, I was inspired by a random art I saw before.

I thought I could design a dark themed, black/white costume for this halo.

I looked it to see how it would look on a costume in the game and a black background.

With the touch of a Wov designer, it can turn into something that looks good on black hair.

Of course, a more appropriate hair/background etc. could be drawn to make it stand out a bit more.
