Hi! I would probably change the color of the fish in the hair a bit, it looks so similar youll most likely not be able to really see it. The written letters on the shirt wont be really readable as well, i'd probably remove it. Im also missing some shading on the shirt

here's some drawing apps people use

most use ibis paint x, free on mobile with adds here and there, and desktop was 1 free hour a day last time i checked but not sure if it changed

there's also medibang and clip studio, mobile, and i wanna say both has a desktop version

i use krita, free on desktop, no mobile app, and could be confusing/overwhelming for beginner artists but the interface is rearrangable, and no mobile version

if youre limited on space on your devices, you could also use aggie.io or magma.com, both are beginner friendly and they're websites... just log in with an email so you can save your work across devices (accessable on both mobile and desktop), but you'll have to make sure your canvas is set to at least 300 dpi or itll look very pixelated (this goes for all drawing software but on magma/aggie specifically, art tends to look much more pixelated than other programs)

paid ones that the professionals use are adobe photoshop & illustrator. professionals also use gimp (desktop) but im not sure on whether it's free or not, but im confident it'd be cheaper than the adobes

when your design gets in game, it has to be converted into an svg file and will have to be traced using vectors. adobe illustrator is the main app that supports that, but you can ask a designer to do that for you. gimp and krita also support vectors

also, no gradients are allowed we're only allowed to use solid colors so they dont get pixelated in game. also, the patterns on the flowers are too small. i think they would look cute without them. you should refer to the pins for more tips!

start by coloring with white, then use a very light gray to shade it. you can change the color of the gray later to make it look like the hair is a lighter version of another color

some examples... first one looks like pure white because its shaded with gray. 2nd and 3rd look like a veryyyy light blue because its shaded with blue. 4th looks like very light purple because its shaded with purple. 5th looks like a liiiight pink because its shaded with light pink
