From the way I understand how it works, u should have maxed it before the patch they made, paying 7k gold
With or without the premium tali, the base level of and is 1, but u can pay 7k to upgrade them as much as other talis
was most likely in this state
I think they just added a flat 10 lv to anyone with prem tali when they fixed it, but for u who was at lv70 it made it broke to lv80

Also what tf are u doing with 10 times the amount of roses that you should need to max out the skin slots
