There is both.
Honors from the same players decrease the amount of points you get each time (which is why you're only getting 1 point from the person now) and there is also a hard cap on total amount of points you can get, although that limit is high enough that nor player playing normally should ever hit that

The fact that it exists is public, yes. There isn't much of a point in posting the actual limit at the moment. The test right now is to just make sure nothing is really broken and after that well have a longer bigger test to get a feel for how much honor players actually get. We have a number right now, but that is based on a bunch of guesses and we'll fine tune it with the tests

The current plan is to have honor enabled across all game modes. We're not really worried about boost honor rooms because

• You can only honor in games that took at least 3 days
• Honor gained from the same player decreases drastically. Unique player honors give 20x as many points as repeated honor from the same player
• The amount of honor required for the rewards is pretty high. It's not meant as a challenge "go get 200 honor now" but instead as an incentive to just be a nice person and play as you normally would, then you'll get some free stuff from time to time for being a nice person
  Maybe booster lobbies will find a way around that, but that's also why we'll start a longer test across all game modes with rewards to see what players come up with
