maxing decent skills is whale terrority since the buff doesnt increase, only the passive. that being said best decent skills would depend on your progress -- Sharp Eyes good if no necro, Hyper Body good if capping but lacking HP, Combat Orders good if already have high BA / CD, and the BA one is good if ur lacking BA etc.
