Very valid point you bring, however a sniper can literally counter this, any raider is practically in the possession of one or more DEW weapons, most having a 1S, 3C whatever, a 1S from TLS or from cliffs can easily counter this

Because you can easily get in a crossfire from the cliffs, and then if you try to snipe the bottom of the chairman's tower, they'll shoot back for sure as-well.
