Yes but no. Skill also determines how low your time can actually go as well. If a team isn't good enough it'll never get times below a threshold (or at least it'll be statistically unlikely enough to be practically impossible).

This is the "but no" part. Saying it is just "because other people have grinded" kind of fails to recognize a lot of what goes into it. Inventing an entirely new strat for the level, requiring very high skill to even get runs going deep at all, these are things that don't come from 'just grinding more'.

(In this particular case, the intention is not to say that Tom's team couldn't beat the standing record, just that saying it has been beaten just due to grinding doesn't seem particularly accurate)

In restricted there is something called "logs" to reduce mindless rng resets.
