I think there's two issues with waving off things like shot delay.

It's a skill cap. It might be very hard to achieve more obscene RoFs while still achieving good value, but the better the player the more realistic that becomes to achieve consistently.

It's also less about achieving that RoF vs. having the option to. You're not always going to have 3 strikers that you need to kill or stagger almost immediately, but when they do show up, holy shit is it good to have the tools to deal with them in that moment.

Preempting things is good, but you can often do both, and HEL Rifle is bad at preempting threats since your value tanks if you aren't getting good pen shots (both in terms of needing to reload sooner and having a poor ammo economy apart from pen).

It's also not always something you have control over. Bad situations will sometimes arise, and somebody has to deal with it some way or another, and HEL Rifle offers few options in that regard. Especially for a weapon as selfish as HEL Rifle, you'd expect to be sacrificing that versatility in exchange for high value, and I don't think that's something you'll often achieve, especially when the meta seems to learn fairly heavily towards burst output over sustained output.

The recoil on HAR complicates the discussion. I think r6 HAR is probably the baseline I'd want a waveclear special at, hell I still think it's a little too potent into bigs. (Same DPS as current veruta, smaller clip but faster reload, roughly same range.) That we regard HAR as "weak" is an indictment of MG balance in the current game.
I stand by shotgun being balanced. (Well, pls patch sway bug 10cc)
The only thing about choke mod that makes me raise an eyebrow is the precision multi. The gun is better into bosses than it really has any right to be. Agreed that you probably are more likely to bring it than hel rifle, e.g. I still think it's correct in r7e1 due to all the slow tank fights and nearly no waveclear.
