I moved to the Philippines (Manila) and there's no servers in Southeast Asia... so my lowest ping options using exitlag seem to be right around 200ms.

You just learn the timing after doing content for awhile, as long as it's consistent the timing is just earlier than you're used to
I remember doing ToA on AUS worlds with 300+ ping because it was the most stable servers at the time of launch
