you need 90 herblore to make the best OVL version. However there are also rooms before olm that drop those overloads.
Since making an overload takes quite a long time, most raids you do will have enough overloads for the 3 ppl doing the raid

so not having 90 herb only really is an issue in large teams, which you should avoid anyway

as cars suck says 90 herb just makes overloads but if you're a main then normally others might be able to make them or can find them in other rooms. The minimum stats in #cox-gear-setups (i think its in here) are a baseline for stats to go in with but working on getting combat stats higher will always make you do more damage than buying gear so worth investing in them

Unfortunately, the best way to learn is to try and fail a lot, I don't think WDR holds regular tob learner raids

So just team up with other learners and bash your head against the brick wall, and hope the wall breaks before your head does
