What you're seeing is normal. However, the zones on Vulnona map are all active but are not showing on the compass/smell. Just go though them as normal, you will get prime.

Reason for that being that if a cheater is looking at the channel, which is entirely possible due to it being public, they will immediately log out which makes them harder to catch and ban.

We understand the gesture of sharing the location of cheaters to warn players and we appreciate that, but it becomes counter-intuitive when we are actively trying to catch them.

There's no in-game rules for Official servers. The best thing I can suggest is to play on a community server that has rules against this.

The developers have mentioned plans in the future for in-game deterrents, but what I mentioned above is my best advice currently.
