but the exterior fence seems like it's continuing down

The GUTS tunnel could be like a bridge. With stairs on the sides of the tunnel leading up or down. Above the "bridge" is the cave system which you can get up to using stairs ofc. Under is the G-Plant.

I think this spot still leads into the volcano, it just kinda goes into the side of one of the foothills of the volcano. In my mind the tunnel just has a bit of a right turn after you first enter
