"In order to foster a sense of civic duty, two tiers of residency will be established - citizens, and residents. Residents will be barred from enjoying some city privileges, and will be deprioritised from the remainder. New arrivals will be classified as residents, and in order to become citizens they will be required to go through a period of heightened community service duties, and mandatory integration programmes along with other duties."
- Increases the effectiveness of community service
By making citizenship something greatly preferable to regular residency, newcomers will be incentivised to take up the pathway to citizenship, thus providing a pool of those who will take up more duties. - Tension increases slightly, turning into a decrease overtime
Whilst this system of unequal treatment might cause some discontent from the newcomers at the beginning, overtime this will settle into a greater-integrated society. - Population growth increases slightly
While all outsiders will be allowed to enter the city, the downside of either being a resident or having to go through the citizenship process will inevitably make some newcomers decide not to settle in the city instead.
