@meager panther Yes, we know that, we have tried everything imaginable, really. Unfortunately, during the in-game support procedures we receive error messages that stop the process, without this process we cannot continue. It's actually quite complicated. Basically we just want the old email (that was hacked) to be replaced with a new email address. It's nothing more. All necessary proof of ownership is available, and friends have also helped them in-game to verify their account as theirs. However, I cannot reveal any information about this here.

Only thing that does work is starting the game without internet and then turning internet on when it says error connecting and tapping retry. That downloads some resources and gets me to lobby but after that all resource downloads are frozen and i can't even open the resource center.

You can get a free Rename Card after reaching level 10 by going to: Basic Info > Player Level > Level 10 and collect the Rename Card. (You can only collect it once, you may have already collected it if you are above level 10.)
Or you can purchase a rename card with 180 UC through Shop > Treasures.
