Yea just pick 3-4 bodies of water, set the time to about 35 minutes after drink time starts and make sure you have tents and tripods set up. Then, whichever body you started at, start there again. Only shoot 2 males if you are out of tripod, 6 max if you are in one.

It'd be difficult to test a natural spawn... they'd need to hire people to grind Red Deer and you have no idea how long that would take. So they were probably using some method to spawn them in artificially to make sure they work. That's likely where the issue is.
