They aren't guaranteed to be at the zone at that specific time when it starts. If the zone is 16-20 for example (idk the rev wt offhand), they can arrive at any point during that time period - typically within the first 2 hours. Checking zones at 17/18 would make it more likely for you to see them at their zone

So if you have 6 tents and place them all on Layton, you'd have to buy more to use tents on Hirsh for example
