NTVDM has been around since NT 3.1. It created an environment for NT which made a process space look vaguely DOS-like
NT 3.1 required NTVDM to run regular Windows 3.1 applications programmed for the original pre-32 bit Windows API, too
I could tell a whole story about how someone from the OS/2 team at IBM proudly showed off their superior implementation of the NTVDM idea in OS/2 Warp. This was at Comdex 1995. We were working together.
OS/2 was marketed as "a better Windows than Windows" during that time. This emulation layer was a big part of that

An interesting debate would be whether Microsoft should've put the effort into making 16-bit apps work on 64-bit Windows, or whether 16-bit support should be removed.... or even whether 32-bit support should be dropped altogether like Apple has done. There are interesting point to explore there. But it's not a healthy debate when people don't even have the basic facts correct.
None of this stuff is a secret.... it's all documented in the Windows Internals books and Microsoft's documentation.

They're not wrong about FTTP/FTTH only being available in certain neighborhoods though, as Telus is indeed leading the way there, assuming you can deal with their overseas tier 1 support agents.

DOCSIS 3.0/3.1 has been rolled out across most cable providers (in North America, at least) as more and more houses are sandwiched into "neighborhoods" like sardines in a can, and can provide speeds up to 10Gbit down / 2Gbit up. (for an entire neighborhood, not a single home.)
ISPs who deploy their networks correctly, like Shaw, Rogers, or Comcast (even if Comcast makes you wait on hold forever), run fiber to the node from a localized headend, with each node serving no more than 500-1000 households, tops. (more nodes are added to eliminate congestion, as required.)

Right now the industry is waiting on the final revision(s) of DOCSIS 4.0 by CableLabs before they invest millions of dollars in the necessary changes required to support said technology. My understanding is that once DOCSIS 4.0 is finalized, ISPs who've properly prepared for the upgrade can "flip a switch" area-by-area to enabled it.
This is a gross oversimplification, of course, but essentially this could involved adding/swapping in more upstream blades to ARRIS E6000 CMTS chassis units, assuming the plant equipment between the headend & nodes is up-to-par, and/or ensuring that there is ZERO traces of DOCSIS 2.0 equipment on a node, since this isn't 100% compatible with DOCSIS 4.0 frequencies.
I could go on, but I'll leave it at this high level overview for now. If anyone wants to learn more about how DOCSIS technology works, feel free to spark up a conversation in #networking. Full disclosure: I support whatever connectivity method works best in your area, so no "cable vs fibre" flamewars please.

We didn't have internet until I was well into high school, so I became very accustomed to using the neighbor's dial-up.
