that shouldnt be an issue for your wifi. general latency is more likely to be affected by other devices on that breaker, particularly those with high current draws. but for your computer thats plugged in via ethernet, itll most likely be better latency-wise, while a wifi connection (outside of powerline) sometimes can be faster than powerline from a bandwidth perspective. but that heavily depends on your electrical wiring and what other devices are on that breaker, so its really hard to give a definitive answer. the end devices you plug into the adapter do play a role, but usually far less so

you absolutely can use a router for that, you just need to disable a few things in the router for it to work well (if you have 2 routers on your network that do DHCP for example, thats asking for trouble).
