Until government regulation actually enforces a HARD requirement for repairability, it will remain a crapshoot no matter the device you use. Some are better than others though, so the first place I'd check for repairability is iFixit's website.
Many Android phones can also be used as webcams (if that's what you mean) and have similar facial unlock capabilities too. Development wise... you should be writing apps for both Android and iOS, otherwise you're leaving money on the table.

I don't know what you mean by "KIVE Samsung Dex"... specifically the "KIVE" part. Dex (and other similar features like Lenovo's "Desktop Mode" on their tablets) is quite handy if you want to use the Android device more similarly to a ChromeOS device. Option 1 seens to have better cpu and ram and im worried that option 1 would give very reliable performance for what i want to do, at which point im happy to pay the premium. But option 2 also has more storage at this lower price. If that was all id go with option 1 but the gpu is making me hesitate. The downside is that the gpu and desktop type cpu both draw substantially more idle power, but at the same time the gpu may allow me to try out some cool ai stuff or offloading blender renders to the 'server'

Well, the psu is not good. Especially if you plan to upgrade in the future. It jist isn't good quality nor good wattage for an upgrade. Ram can be upgraded easily enough. I dont know the mobo they are using. But the 5600x is a fine cpu, but again, budget, and the rx6600 is fine, again budget. So its a budget gaming pc. Adding on the stress of streaming wouldn't be advised if you want decent fps.

One part breaks, whole system is done. Overheating parts due to bad ventilation and cooling. Subpar performance for a high premium. List goes on and on. A $2000 laptop vs a $2000 desktop is roughly 30% less performance.

That being said. If you take good care of it, buy a proper cooling pad like a llano or gts, do some research on laptops and find a good deal. They are good.
