I sorta agree on two conditions: the app is meant to be publicly and remotely accessed such as a website (eg. accuweather), or it's a source of weather/climate information (eg. ECCC). The Pixel weather app is meant to serve a single person who sets the units of measurements for him/herself. In which case, since it's normally not supposed to be shared it's not a big deal.

but, coding and incorporating the unit of measurement is probably one of the easiest things in that ui so it also doesn't really make sense not to

We have one of Samsung's A series phones for testing MDM policies at work. 3/10 would not recommend. They're okay, but every Samsung A series has felt sluggish and buggy after a much shorter time than other budget phones. If you're after a budget phone, I would look at Motorola.
