Define "bad SIM" ... in my experience the SIM card itself either works or doesn't work, as in, the phone either detects it or doesn't. The service provisioned by the carrier, your physical location, and your phone's antenna configuration will all affect mobile data speeds, regardless of the SIM.

That won't help. A SIM card simply identifies a subscriber on then network, after which everything is handled by both the cellular tower and your phone's antenna + cellular modem. For example, if your phone only supports certain cellular network bands, but not the ones your carrier uses to provide XYZ speeds, you'll be limited by your phone. Likewise if the tower your phone is connected to doesn't have equipment capable of delivering the speeds you expect from your cellular plan.

I generally use the OpenSignal app to both test cellular speeds and see what cell tower(s) are in my area, include the tower I'm currently connected to. It's not perfect, but might give you an idea as to why speeds are so poor in your situation.

This. Though most android phones let you manually force a network switch in their cellular network settings. At least my OnePlus 5T phone does. I can switch between 2G/3G and 4G/LTE, and manually force registration with any network my phone is capable of seeing. I've only dealt with Asus once for a warranty. My OLED monitor had a dead line of white subpixels. I sent it in, it took about 2 weeks, and they gave me a new panel. They also extended my warranty by a few months for free for leaving a survey.
