yes. If you are playing the video on a PC and then streaming the OUTPUT of that, it's going to be dependant on the encoder and stream setup. It might be ok, it might not. It will have SOME loss, because that's how it goes.

It's polished and they do keep it updated

You can get away with a 1 bay unit. But recommend at least 2 bay for drive fault-tolerance against a single drive failure.

Fair bit of warning. If you do decide to go with a Synology, the drives will be formatted BTFRS with a system partition containing the DSM OS. So, you will need a blank drive or two dedicated to it, then you can transfer your files to an SMB share over the network

While it is a "Server" the interface is more of an appliance. To borrow Apple "it just works"

My biggest gripe about the existing 2 bay Synology is the RAM is gimped at an official 6GB max. 2GB soldered on, with a single SODIMM supporting 4GB.

In theory, you an go to 10GB as others have, but it's unsupported.

If you go with a unit with a Celeron processor (x86), you can run VMs on it. I've got PiHole running on an Ubuntu VM at the moment.

To be clear, the little RAM doesn't hurt performance at all. It's only an issue if you plan on running multiple-VMs

....and yes, Docker is a thing, and more efficient at RAM usage. But, it has its own basket of issues.
