The issue with tier lists is that they are purely subjective--just someone's opinion--and when people take them too seriously, or they garner too much agreement/support within a community, devs tend to nerf the top end ones. I'm speaking general across games here, but I don't think they are actually healthy for a game, nor do they make for particularly good "content." People should honestly stop making/using them, imho.

Question about unlocking Harbingers. Im trying to do it on a legacy character that has already beaten all empowered monos bosses at least once. When i go back and fight a timeline boss, it does not spawn a harbinger to unlock the quest line and new zone. Am I missing a key step here to unlock? Any ideas would be much appreciated!

I’ve seen orange from the nemesis and a green set piece but not for my class. And can’t use rune of shatter on those anyways (level 20 here)

Rare's are just items that have 3+ affixes, no indication of good or bad.
Magic's (Blues) have 1,2
Normals (Whites) have none.
You would even shatter a magic if the affix was good. Stuff like Hybrid health is a notable one for example (or removal rune them to be sure)
Orange are uniques, and greens are set pieces.

You can get a Tier 5 from a magic item, and a Tier 1 from a Rare (or the opposite, its rng or craftable)

Yeah it happens. The higher affix rank the more you can get from it, but you change gear semi frequently at early levels so I wouldn't worry too much

Stuff like Hybrid affixes and penetration tend to be rare to find so worth shattering.

Rare affixes don't show any different, it's more game knowledge I guess. You'll notice that things like Physical Damage, Dexterity, Critical Change, Attack speed come up frequently, but stuff like Physical Penetration or combo affixes like +HP +%HP rarely show up.

If you fight a boss and you lose all your ward, you will not get that ward back until you beat the boss.
If you fight 1 group of mobs, lose all your ward, you will have to wait for your ward to get back up, unless its gained on mana use or somethin, which then...

Yeah unstable core is a random/global drop. When it says 'timeline to target farm' it just means that timeline has exclusive echo reward types matching said item (so unique/set body armor for blood, frost and death timeline for example) but it can still drop anywhere

You should be doing normal bosses between shades, they give you stacks of gaze of orobyss which give you iirc 12 corruption per stack. And push out as far as possible, shades can give up to 18 innately

Yes the harbinger is harder than the timeline boss itself, and afaik it's not currently bugged, it gets placed ontop of you and you get a second or so to prepare for it
