Its not 50/50, LE rolls LP sequentially, 1lp pass then roll for 2lp, etc. If something was boosting the 1LP chance to 50/50 for all items regardless of their LP level you would also expect the 2LP+ chances to be increased significantly as well, which iirc they aren't.

I could always be wrong but I'm 99% certain nemesis does use the LP levels, why would EHG balance item power around LP level then have a mechanic that just completely ignores it? Also why does putting low LP level items in nemesis often give 3+ LP on the first roll?

Also if the LP roll fails the affixes given are affected by LP level too. If you fail the LP roll, high LP level items have lower chance to get a lot of affix tiers or multiple affixes.
