It would have to be a seperate "game", while using existing and/or updated data.
These games used direct SimCity2000 save files for reference.
Of course, it would need new models, yet the simplicity of these grids and blocks can be easier for other community plugin creators, as well as being rudimentary for the current, generating interest. I don't want this to become SimCity, but it could parallel the pride of experience these had back in the day.
Mobile would most likely need a controller, but the PC creators could raise up bones of plugins.
