Either that or you could just wait for it to naturally rise, but know that during that waiting time, any TTT buildings may become abandoned as no one is using them.

If you play budget mode, highway is last priority. Start build the city blocks then step by step start climbing in infra.
Creative mode? Highway is better. But, if you have planning for it.
