Absolutely. Those clases tell you the different levels of buildings. T would be lower income buildings/citizens while TTT is higher income buildings/citizens. TT of course would be the middle class.

So yes they do effect things. Higher level buildings give more money and pay more taxes. But they also require more services for them to be built.
