As far Ik, mods should me linked to your TT acc (If you have one, and only mods what where bought thought the In-game plugin store) so the next time you install the game you will see all of them in the "removed" section

Cities and regions are NOT saved in cloud btw

You can just go to the tt folder and make a quick backup of your cities and regions, the phone version should have an in-game file explorer to get around Android limitations
