the maximal size of an online region is INDEPENDENT of the device you are playing on, i think. however, as you already know, a pc has (mostly) a better performance than a phone. you can put custom maps on mobile too (i did it in mobile for instance) and it will work. however, if you cannot control the theotown files from the phone you will have to use a PC or laptop to access them (for example it could not work for me)
