forums is free however it's less moderated so it may have poorer quality buildings

ingame store is paid but it's more moderated but poorly moderated so it also has some poor quality buildings, not as bad as some in the forums

also with the forums there's the extra inconvenience that you have to move the plugin files into the theotown folder manually, while the plugin store automatically downloads it into the folder
