personally for category icons i would give them a black outline and some shiny shading, to match a lot of the in-game icons. i would also usually sample colours from in-game icons, from the world texture. i don’t think you need to add noise for icons, but maybe you should incorporate something to do with the ‘roads’ part into the design, not just the ‘rural’ part.
