To repopulate the building is just replace it with that same building but fresh. But you need to satisfy its demand first so it won't be abandoned again

If the bar is above the line, it indicates that people want to move in and therefore, you should provide more of that zone.

If the bar is **below **the line, it indicates that you should provide services and other requirements. You can see what services each zone type requires at each wealth level in the image below.

In sandbox mode, you can manipulate demands to an extent. If you go to the demands chart, the + and - symbol allows you to inflate or deflate the demand. Having the line maxxed out does automatically mean people would move in. You would still need to provide the services in the image to increase the population.
Given that needs are met, the height of the line indicates how fast people will move in.

The northernmost part is supposed to be the city/downtown.

The west side is the rest of the city, but more suburban rather than having tall buildings.

The east is more industrial, rural, with ship stations, ports, and the international airport, and an underground tunnel to the other island which has been connected, but nothing has been built there yet. This city is supposed to represent a North American city that is somewhat similar to Toronto, Sydney (which is in the south, but they look alike due to the steepness), and a bit like Chicago.

I think I have around 29 bus lanes and 300-something stations.

And for the metro line, it just covers the important areas.
